摘要:
中国高速公路建设还需要大发展。高速公路建设快速发展的要求与高速公路建设资金相 对短缺的矛盾,要求我们必须在实施车辆通行费制度的基础上,深化高速公路投融资管理体制改 革。对此,能否真正贯彻落实国家的有关精神,转变思想观念,正确引导非国有资本建设高速公路, 就成为高速公路投融资改革成功与否的关键因素。
Abstract:
The highway construction in China calls for quicker development. As the quick development of highway net work and shortage of highway construction funds still exist, the reform on highway investment and financing system based on the tolling system needs to be deepened. The important thing now is to speed up the highway construction with non state- owned capital and the reform of the highway investment and financing system under the guideline of relative state policies.
