摘要:
为保证城市交通系统的有效运行,改善城市生活环境,需要应用多种手段进行交通管理。提出了交通管理公众参与机制概念,并对城市交通管理公众参与机制要素进行了系统分析,指出城市交通管理公众参与机制的参与者、组织者和工作程序是城市交通管理公众参与机制的基本要素。强调了公众参与手段与其他手段相结合是实施城市交通管理有效综合途径,对于确立科学的城市交通发展战略,逐步解决城市交通的供需矛盾等交通问题具有重要作用。
Abstract:
In order to ensure the efficient operation of urban traffic system and improve the urban living environment, various means of urban traffic management are needed. This paper proposes the concept of public participation mechanism of urban traffic management and analyzes the elements such as participants, organizations and working procedures in the public participation mechanism. The authors emphasize that the combination of public participation means and other means is the effective way to implement urban traffic management and can play an vital role in establishing scientific urban development strategy and solve the demand and supply contradiction of urban traffic problem.
