摘要:
1978年以来,中国分配制度进行了一系列改革,确立了社会主义市场经济的分配方式。十 六大报告提出的“初次分配注重效率,再分配注重公平”的“两个注重”原则,试图为解决公平与效率 关系问题提出一条思路。在中国实施这条思路是需要一定条件的。为了消除收入差距对发展的制 约,我们仍然要坚持效率优先,兼顾公平原则,但不能忽视公平。在初次分配中存在许多非规范现 象导致收入差距扩大,仍然需要政府插手进行管理,尤其是在转变发展战略,实现城乡共融和工农 并重的发展上,必须依靠政府才能较好地解决“二元化”的收入差距问题。
Abstract:
Since 1978, China has reformed distribution institution and has progressively established distributionmodes of socialist market. The income level of the population has been rising quickly and the income gap has apparently been widened. We should still insist the principle of efficiency preference and dispassion. The principle of“Giving attention to two things” is not a best way to solve this problem. The government should take measures to resolve injustice issues in elementary distribution.
