Abstract:
Because of no departure,the environmental resources have the characteristics of public goods.The main reasons that lead the environmental resources to be destroyed or lack of supply are: (1)the public property right,(2)the missing of environmental property right,(3)the positive exter- nality in the supliying of environmental resource.So,through the way of setting up the exclusive prop- erty right and establishing a market of pollution control,we can innovate the environmental governance institutions effectively.
