摘要:
产业经济学认为知识的具体形态对于软件产业规模化生产具有极大的影响。陕西软件产业研发资金投入不足、复合型国际化人才的缺乏以及自主知识产权的核心技术拥有量少的现状,严重制约陕西软件产业的可持续发展; 陕西软件人才结构不合理的矛盾,反映出人力资源结构不支持陕西软件产业的规模化发展,制约软件和服务外包产业的市场规模和发展速度; 要素的低集约化制约陕西软件产业的规模化发展。陕西软件产业规模化发展亟需从产业发展环境、运营的基础设施、人力资源保障、软件产品品牌及公共服务平台等方面采取有力措施,以消除制约因素的不利影响。
Abstract:
According to industry economics, the specific form of knowledge exerts a great influence on the large-scale development of software industry. The lack of fund, international talents and the core technology with self-owned intellectual property rights has hindered the sustainable development of software industry in Shaanxi province. Irrational personnel structure of software talents is an indicator that human resources are not enough for the large-scale development of the software industry in Shaanxi province and constrain the market size and development speed of software and service outsourcing industry. Low intensification of production factors restricts the large-scale development. It is necessary to take some effective measures in the aspects of industry development environment, infrastructure for the operation, human resource supply, software product brand and public service platform, to eliminate the negative impact of the factors that constrain the development of software industry in Shaanxi province.
