摘要:
为有效配置综合交通资源、构建综合交通体系提供理论依据,运用综合交通经济分析和系统学的基本理论,采用纵向比较和横向比较的方法,分析了中国综合交通的发展战略趋势、不同交通方式技术经济特性可比性研究的理论基点、研究边界、研究框架和研究内容等。分析认为,不同交通方式技术经济特性可比性研究必须从社会经济发展的视角,兼顾综合交通网络、综合运输通道、综合交通枢纽交通资源配置的要求,以综合运输通道布局规划与资源配置为重点,结合静态技术经济特性、动态技术经济特性、通道条件3个方面,运用逻辑判断和构建定量计算模型的方法,在充分考虑存量的基础上,重点从增量的角度构建比选平台。
Abstract:
In order to achieve comparability of technical and economic characteristics of the different modes of transportation and provide a theoretical basis for the allocation of the comprehensive transportation resources, the authors use comprehensive transportation economic analysis, the basic theory of systematics, and vertical and horizontal comparison to analyze the strategic trends in China's comprehensive transportation, theoretical point, study borders, frames and content of technical and eonomic characteristics in comparability study of different modes of transportation. The analysis shows that technical and economic characteristics of the different modes of transportation research can be comparable to the socio-economic height after taking into account the comprehensive transportation network, the comprehensive transport channel, the comprehensive transport hub in transport resource allocation requirements, taking the layout of an comprehensive transport planning and resource allocation as the focus. With the help of static and dynamic technical and economic characteristics and channel conditions, the authors determine and build a quantitative method of computing model in consideration of the stock and the perspective of the increment to build the election platform.
