摘要:
针对国家传播的理论建构、全球化时代的“一带一路”发展以及国家传播研究等诸多议题，近百位专家学者在陕西师范大学举办的“第二届国家传播学高层论坛”中进行了热烈讨论。会议就国家政治传播与国家文化传播、国家形象建构与国家对外传播、网络媒体空间中的国家传播、“一带一路”建设视野中的国家传播研究、国家传播研究的话语学视角、国家传播研究的修辞学范式等6个维度进行了深入全面的交流和探讨；研讨认为，国家传播的伦理秩序、研究主体呈现多重新向度，应逐渐尝试去西方化，重视不同范式之间的更替和累积性的理论建构；尤其在全球治理框架下“一带一路”的媒体合作问题，需要国家政府、地方政府及媒介机构在不同区域经济发展、跨区域问题解决方面进行深度沟通，还应利用“话语转向”的建构主义安全化理论来面对国家/国际安全的重大挑战，为中国叙事全球化架桥铺路。
Abstract:
Based on theoretical construction of national communication, development of “The Belt and Road” in the era of globalization and national communication research, nearly one hundred experts and scholars had a heated discussion in “the second highlevel forum on national communication study” held by Shaanxi Normal University. The conference has conducted indepth and comprehensive exchanges and discussions on the following six dimensions: communication of national politics and culture, national image construction and national external communication, national communication in the network media space, national communication research in the construction of “The Belt and Road”, discourse perspective of national communication research, rhetoric paradigm of national communication research. The discussion holds that the ethical order of national communication and research subjects appear to be multiple new dimension, which should be gradually tried to dewesternization and paid attention to the theoretical construction of alternation and accumulation among different paradigms; especially for the media cooperation problem of “The Belt and Road” under the framework of global governance, national governments, local governments and media organizations need to carry out indepth communication in the aspects of different regional economic development and transregional problem solving, and also use security theory of constructivism of “discourse turn” to face major challenges of national or international security so as to pave the way for China’s narrative globalization.
