摘要:

基于对森林生态补偿机制的理论缺陷的深刻反思,从改进的森林生态服务理论基础出发,提出了森林生态服务供给理论和森林生态服务供给机制,分析了森林生态服务供给机制的基本框架、构成要素和配套条件,并且对构建和完善森林生态服务供给机制提出了政策性建议:调整多类型区域供给政策、完善多元化供给主体体系、发展多渠道资金筹集体系和改进多条件价格形成机制等。

Abstract:

After reconsidering the theoretical deficiency in the compensation mechanism of forest biol-ogy, the author puts foward the supply theory and supply mechanism for forest biology service on the basis of the improvement of forest biology service. The paper also discusses the basic framework, the constitution elements and necessary conditions of the supply mechanism for forest biology service. As to the construction and perfection the supply mechanism, the author proposes his suggestions, they are: working out different policies according to different regions, perfecting multi-supply mechanism, developing multi-channel fund-collecting sources and improving price-forming mechanism for different conditions.
