摘要:
为了定量分析各种石油储备方式的优劣程度,在定性分析常用储备方式及其特性的基础上构建了占用陆地面积、输油管道长度、建设周期等8项指标的石油战略储备方式评价指标体系; 采用模糊综合决策方法,定量评价各种石油储备方式的优劣,并应用于中国的石油战略储备方式选择。分析认为:地下盐穴储备方式最优,地下岩洞储备方式成本最高; 石油战略储备方式选择的模糊综合决策可为储备基地储备方式选择提供依据,也可以从理论上完善石油战略储备体系。
Abstract:
In order to analyze quantitatively, the quality level of various petroleum reserve method, the 8 indicators such as land acquisition, oil pipeline length and construction cycle has been built on the basis of qualitative analysis about common reserve method and characteristics. The advantages and disadvantages of various petroleum reserve method are also evaluated through fuzzy comprehensive decision-making method. The results show that underground salt acupuncture point reserve is the optimal way in China, and that the cost for underground cave reserve is the highest. This quantitative method can provide basis for selecting petroleum reserve, it can also guide the selection of petroleum reserve base. In addition, this quantitative method can theoretically improve the strategic petroleum reserve system.
