摘要:
回顾了中国高速公路管理体制的历史沿革,从建设管理、行业管理、运营管理和交通管理诸 方面对现行高速公路管理体制进行了分析,提出了加强政府宏观调控、健全法制、推行企业特许经 营、实现高速公路规模效益等高速公路管理体制改革的具体思路。
Abstract:
After reviewing the historical origin of Chinas expressway management system, the paper analyzes the current highway management system from construction mangagement, trade management, operation management and traffic management, and puts forward the concrete thinking ways of reforms for the expressway management system that can strengthen the government macro-adjust and controls, perfect the legal system, push forward the enterprise licence running, and realize the expresshighway scale benefit etc.
