Abstract:
Based on public attribute and externality of western ecology and environment and scarcity of environment information, the government intervention has theoretical support. Because of the low-degree growth of western markets, low diathesis of principal part of eco- environment construction, and long period and peculiar characteristics of construction project system of ecology and environment, the government intervention its has broad realistic basis.
