Abstract:
Based on data from 2001 to 2008 of health resources in Shaanxi Province, Theil index is used in this thesis to analyze the proportionality and fairness of health resource allocation for the fluctuant sensitiveness of low-income group. The results show that on hospital beds and technical staffing, the disparity between different regions and the gap within regions are smaller. This paper suggests that the government should play a leading role in health resources distribution, to give people more social welfare rights by law, protect the rights and interests of the disadvantaged group, and try every means to improve the national well-being.
