Abstract:
Since the job dynamics of the west region in the aspect of peoples livelihood was limited from implementing west development, the effect and function of government was analyzed. It is thought that the central government and the local governments in the west should change their functions, adhere the people-oriented principle, lay more emphasis on the construction of social security system, implement 9-year compulsory education system, and solve the problems in people's livelihood under the guidance of harmonious society theory. In this way, the anticipated effect of ecological environment construction can be achieved, and the harmonious society can be built.
