创新生态系统理论作为一种新型创新范式,在资源共享的基础上,强调共生演化与协同发展,有助于城市提升科技创新能力、突破创新瓶颈。基于创新生态系统视角,以陕西省西安市为例,运用模糊集定性比较方法(fsQCA),分析城市科技创新的驱动因素及组态路径。研究发现,西安市的创新型城市建设受到多元组态因素的影响,单个因素无法提升城市科技创新能力; 高校、企业和科研机构的一致性较高,作为核心驱动因素对提高城市的科技创新水平具有普遍性,而中介机构则未发挥作用; 西安市创新型城市的建设存在4条组态路径:人才-科创双重驱动型、资本主导下企业-环境激励型、校企研三方协同型,以及环境-主体-资源联合驱动型。研究表明,创新型城市建设不仅要精准识别核心驱动因素,还要把握各因素之间的协同联动效应,可通过健全创新生态环境、推进多元主体合作和优化系统资源配置等措施,建设有竞争力的创新型城市。
Abstract:
As a new paradigm of innovation, the innovation ecosystem theory emphasizes symbiotic evolution and coordinated development based on resource sharing, providing an effective means for cities to enhance their scientific and technological innovation capacity and overcome innovation bottlenecks. From the perspective of the innovation ecosystem and taking Xi'an City in Shaanxi Province as a case study, this paper employs the fuzzy-set qualitative comparative analysis(fsQCA)method to explore the driving factors and configurational pathways of cities' scientific and technological innovation. The findings reveal that the development of Xi'an as an innovative city is influenced by multiple configurational factors, and no single factor alone can significantly enhance its urban innovation capacity. Higher education institutions, enterprises, and research institutes demonstrate high consistency and serve as core driving forces with general applicability in promoting cities' level of scientific and technological innovation, while intermediary institutions have not played a role. The study identifies four configurational pathways to building an innovative city in Xi'an: talent and scientific and technological innovation dual-driven type, capital-led enterprise-environment incentive type, university-enterprise-research collaboration type, and environment-actor-resource joint-driven type. The study concludes that the construction of innovative cities requires not only the accurate identification of core driving factors but also a deep understanding of the synergistic effects among them. Building competitive innovative cities should focus on methods such as improving the innovation ecosystem, promoting collaboration among diverse actors, and optimizing system-level resource allocation.
