摘要:
现代交通快速发展,交通与能源、资源间的关系日趋紧张,人车冲突加剧,生态环境恶化,有必要透过交通思考人类生存的处境和意义,通过深刻地价值反思,重新认识交通与人、社会及自然的关系,探索绿色交通文化,推进交通可持续发展。为此,需要完成三重转向:第一,交通发展不仅要关注其对人和社会具有的价值,还要关注其对自然和环境的价值,在价值诉求上,从传统的速度效益追求向注重环境生态平衡转变; 第二,应以整体的眼光来研究交通,运用系统分析方法对交通的目标、功能、环境、变化规律及影响因素进行深入分析,从单向度的思维向系统综合的思维方式转变; 第三,需营造合适的氛围促进绿色交通制度变迁,廓清其变迁路障,逐步形成完整的绿色交通制度体系。
Abstract:
As modern transportation is developing rapidly, the relationship between transportation and energy, people and vehicle is becoming increasingly tense, and ecological environment is degraded. Therefore, it is necessary to think over the situation, the human existence and its meaning through the traffic. Through profound rethinking of value, it is easy to recognize the relationship among traffic, human, society and nature, explore the culture of green transportation, and put forward the sustainable development. To do this, it's necessay to fufil the three-demensional turns. First, the development of transportation call for attention not only to human and society but also to nature and environment. In the value, the emphasis of the traditional emphasis on speed and benefit should be shifted to the ecological balance. Second, transportation should be studied in panoramic sight, analyzed its aim, function, condition and other factors, and one-way thinking should be transformed into multi-way thinking. Third, it is necessary to build proper atmosphere to accelerate the change of green transportation system, clear out its block, gradually form a complete green transportation system.
