摘要:
实现陕西关中跨越式发展需要强有力的投融资做支撑,国家预算内资金、银行贷款、外资、自筹资金和其他资金都是重要来源,但都受到体制、市场、环境等因素制约。实现引进境(省)外资金、启动民间投资、利用银行贷款等的新突破,必须改革政府投融资管理体制;扩大对外开放,加大招商引资;加快企业改革,使企业成为真正的投资主体;建立健全资本市场,开拓市场化融资渠道。
Abstract:
Powerfulinvestmentand finance is supported to meetthe need ofgreat-leap-forward developmentoftheMiddlepartofShaanxiprovince. Nationalbudgetaryfunds, bank loan, foreign capitals,self-raisedfundandotherfundareallimportantsources,buttheyarerestrictedbysuchfactors asthesystem,market,environment,etc.Inordertorealizeintroducingtheotherfundofborderorthe otherprovinces,startingthenon-governmentalinvestment,utilizesbankloanetc,wemustreform the managementsystem ofgovernmentsinvestmentand financing,expand openingtotheoutsideworld, strengthentoinviteoutsideinvestment,accelerateenterprisesreform,makeenterprisesbecomethereal investmentsubjectandsetupandamplifythecapitalmarket,openupthemarket-basedfinancechannel.
