摘要:
构建新发展格局是中国迈入“十四五”新发展阶段、实现经济高质量发展、解决经济发展面临各种中长期问题的重要战略思路,通过分析构建新发展格局理论与现实意义,研究“十四五”构建新发展格局的路径和方向。研究认为,“十四五”构建新发展格局,关键在于以打造强大的国内市场为基础,形成国内外双循环相互促进的新格局; 需要培育完整、多层次、全方位的国内需求体系,发挥“中国制造+中国消费”的大国市场优势; 要深化供给侧结构性改革,在打造创新链、提升产业链、稳定供应链的基础上,探索融合发展的新路径; 要促进区域协调发展,形成分工有序的区域良性发展机制,促进生产要素在国内的顺畅流动和优化配置; 利用“一带一路”建设带来的新机遇,积极参与国际分工合作并融入国际新循环,探索“更高层次”开放合作的新途径。
Abstract:
Establishing a new development pattern is an important strategic way of thinking for China to achieve high quality economic development while entering the new era of the 14th Five-Year Plan, and solve various medium and long-term problems in economic development. By analyzing the theory and practical significance of establishing the new development pattern, this paper studies the path and direction of building the new development pattern in the 14th Five-Year Plan period. According to the research, the key to building the new development pattern is to form a new pattern of mutual promotion between domestic and international economic cycles on the basis of forming a strong domestic market; to foster a comprehensive, multi-tiered and all-dimensional domestic demand system, and give full play to China’s market advantages as a big country featuring "Made in China+Consumed in China"; to deepen the supply-side structural reform, explore new paths of integrated development on the basis of building an innovation chain, upgrading the industrial chain and stabilizing the supply chain; to promote coordinated regional development, form a mechanism for the benign development of regions with orderly division of labor, and to promote the smooth flow and optimal allocation of factors of production in China; to take advantage of the new opportunities brought by the "the Belt and Road" construction, actively participate in international division of labor cooperation and integrate into the new international economic cycle, and explore new ways of open cooperation on the "higher level".
