摘要:
目前中国正处于突发公共事件的高发时期,而且在未来很长一段时间内,中国都将面临突 发公共事件所带来的严峻考验。面对公共事件灾害的突发性和破坏性,必须建立和完善预警机制, 抓好防灾救灾的基础准备工作,使人们面对灾难时变得更理性、更灵活、更团结、更有责任、反应更 快,这既是提高突发公共事件预警管理和防御能力,最大限度地减少损失的关键环节,又是迅速展 开灾后重建的重要基础。
Abstract:
At present, China is faced with many issues of social emergency, and it will even be threatened by them. Faced with suddenness and destructiveness, more preparation should be made to prevent the emergency so that people concerned will be much more rational, flexible, united, responsible and quickly respondent. This will not only promote the pre-warning and preventing ability to reduce the degree of the possible loss, but also provide a firm basis for the subsequent reconstruction. It is the work done at present but be beneficial for the future. Therefore, it is necessary to establish and perfect the pre-warning mechanism for public emergencies.
