摘要:
鉴于现有研究的泛泛而谈和未有令人满意的阐发,分析了陕西辛亥革命成立的军政府组成中各方势力的角逐、博弈以及军政府的施政方针与策略。分析认为,军政府建立在新军、会党、留学生和同盟会的联合之上,但是会党、新军掌握了大权,同盟会则处于边缘地位; 军政府树立“反满主义”,稳定社会秩序,采取不同措施筹粮、筹款,都体现了现实主义的施政风格。
Abstract:
Since the studies up to now are too general without detailed illustration, the struggle and gambling among various powers in Shaanxi military government, the policy and strategies of the government were analyzed. The analysis indicates that Shaanxi military government was set up on the union of the army, gangs, students abroad and Chinese Revolutionary League but the gangs and army held the power and Chinese Revolutionary League was in a marginal position. The military government held anti-Manchu doctrine, maintained the social order, and took measures to raise grain and funds, which reflected the realistic style of governance.
