摘要:
失地农民是中国城市化进程中的一个弱势群体。农民失去土地就意味着丧失了生存权、劳 动权和发展权。鉴于社会保障体系不健全,失地农民现状堪忧,出路问题和退路问题难以解决。从 失地农民的社会保障体系中存在的问题着手分析,认为社会政策价值理念的错位及制度建设的滞 后是导致社会保障体系不健全的主要原因。研究表明,解决失地农民的关键问题在于健全法律制 度,以落实以就业为支撑的多层次的社会保障体系,这对解决失地农民问题有积极的意义。
Abstract:
During the urbanization,many farmers become the disadvantaged minority due to losing land, which means that the fail to possess the rights of surviving, working and developing. Farmers losing land live in a worrying state which is hard to rush out in the current imperfect social security system. According to the analysis on current problems of social security system, the author sums up that the backward system construction and the misuse of values during the policy making are the chief reasons causing the unhealthiness of social security system. Consequently, the keys of unlocking the door are to improve the legal system and to undergo the social security system with employment-based layers, which will be quite meaningful to settle the issues for losing-land farmers.
