摘要:
如何处理民主与集中的关系,始终是贯彻民主集中制最核心、最关键的问题,也是党的建设 理论和实践还没能完全解决好的一个重要课题。随着社会主义市场经济的逐步确立,社会主义民 主政治的不断发展,民主与集中之间面临着经济上、政治上和文化上的鸿沟。要实现民主与集中鸿 沟新的跨越,必须全面领会和贯彻十六大精神,按照“三个代表”重要思想的要求,建立以民主为主 导的民主与集中相结合的新的体制。
Abstract:
That how to deal with the relation between democracy and autocracy is alwaysone of the most core andmost key issues in carrying out democracy and autocracy institution,and is an important subject of the party constructing theory and practice that is incompletely solved.With the globalization and socialism market economy establishedgradually aswell asthe developmentof socialismdemocracy politics,thereexistsadeepgap between democracy and autocracy that involves economics,politics and culture.To realize the new leap across the gap,one must master and carry out the spirit of the 16th meeting of our party as well as establish a new institution system that combines democracy to autocracy while democracy plays a leading position according to the important idea of“three representations”.
