摘要:
任何经济制度的改革从根本上说,都不是一个“外生”的、由政策的明智程度所决定的政府 行为,而是一个经济中“内生”的社会过程,中国的经济制度变迁,即从计划经济向市场经济的转化, 实质上是一种公共选择的过程。政府决策的过程与结果,实际上是政府与代表不同利益集团的社会 公众之间的动态平衡与适应性选择。
Abstract:
The reform of any economic system by the root says, all is not an outside living from the policy's wise process, butis aninside social process of an economy, economic system changes of China, namely from the planned economy to the market economy, substantially should is a public choice. The process and result of government policy decision in practice is the dynamic e- quilibrium and adaptability choice between the government and representative different benefit group.
