摘要:
从包工与日工的结合，到“自报公议”的一家独大，从基本口粮的盛行，到其与工分粮的双轨并行，作为集体化时代国家、农业社和社员间交换、消费、分配关系的具体实践方式，工分制度及粮食分配制度的调整与变化无疑对当时的农业生产和农民生活具有深刻的影响，而建立在此基础之上的年终结算制度亦不例外，同样是国家为维持农村社会稳定，实现基层社会有效管理的重要手段。对于地处三晋腹地的平遥县道备村来说，早在初级社时即已开始推行年终结算制度，此后历经高级社、大公社、人民公社三大阶段，30年的实施使之成为影响这个普通村庄的一项重要制度。尽管年终结算最终由于在按劳分配原则中的自相矛盾而流于形式，然其对国家现代化建设的奉献以及为之所奠定的物质基础，恰恰凸显了年终结算制度所具有的积极意义。
Abstract:
From the combination of contract labor and day labor to the monopoly of “self assessment and public discussion”, from the popularity of basic grain ration to the double track of both the basic grain ration and the work point ration, the adjustments and changes were made in the three aspects during the collectivization period: the practices in terms of the relationship between exchange, consumption, and distribution among the state, the peoples communes, and the commune members, the work point system, and the grain allocation system. These had no doubt great influence on the agricultural production and the farmers life at that time. And there was no exception with the rural institution of year end balance accounts based on it, which was an important approach for the state to stabilize the rural society and to achieve the effective management of basic level social units. Daobei village, Pingyao county, which is located in the central region of Shanxi province, practiced year end balance accounts institution as far back as the period of the elementary agricultural producers cooperative, and then went through the three stages of the advanced agricultural producers’ cooperative, the great commune, and the people’s commune during these 30 years. The institution has developed into an important one that has had great influence on this village, and has been deeply branded the stigma of collective economy. Although the institution became a mere formality due to the self-contradiction of the principle of distribution according to work, it has shown its positive significance in that period of time and its devotion and material support for the countrys modernization.
