摘要:
针对2009年哥本哈根会议之后,世界各主要国家注意到中国在能源领域的承诺,对中国使用可再生能源十分关注的情况。运用对比分析法,对国内现有状况以及国外相应立法进行研究,并对完善中国能源立法提出相应的研究建议,以构建与完善可再生能源的立法,使可再生能源具有完善的法律依据。分析认为,2010年中国国家能源委员会成立后,中国应从细化分工、国家合作、能源政策协调、定价机制法制化等方面来落实其在能源领域所做的承诺。
Abstract:
After Copenhagen conference 2009, the major countries in the world have noticed China's pledge in the energy domain and they also pay more attention to the use of the renewable energy sources. Through comparison and analysis, the paper conducts research on the present situation of legislation of China and other countries, and puts forward some suggestions for the perfection of legislation on energy resources in China so as to construct and perfect the legislation on renewable energy resources and provide solid legal basis. The analysis shows that after the foundation of the state energy commission, China should refine her work division, conduct international cooperation, coordinate the policies concerning energy resources and lead her pledges to the legal way.
