摘要:
为规范收费公路产业发展,运用实证分析方法,探讨收费公路产业发展的困境及其根源。分析认为,行政垄断已成为收费公路产业规范化发展的最大制度瓶颈,也是该领域滋生腐败行为的重要原因,因此在当前取消收费公路政策尚不成熟的前提下,收费公路产业应通过转变政府职能、促进投资多元化、建立完善的发展规制和管理体制、建立公路使用者利益保护机制等措施,打破行政垄断的利益链,破解目前收费公路产业所面临的多维困境。
Abstract:
In order to guarantee healthy development of the toll road, the paper analyzes multi-dimensional puzzledoms in the toll road industry and discusses the causes of the puzzledoms. The paper points out that administrative monopoly has become the biggest handicap for the Chinese toll road industry and bring about corruption in this field. As it is not possible to cancel all the policies for toll road, why should be found to solve the problem of administrative monopoly. There are many measures for resolving administrative monopoly, such as transforming government functions, promoting investment diversification, establishing a sound regulatory system and using interests protection mechanisms, and so on. Through these measures, the puzzledoms may be resolved.
