摘要:
为探索和构建中国收费公路养护运行机制的改革模式,对现行收费公路运行机制进行了调 研和分析。分析表明:收费公路养护运行机制改革的实质是国有养护企业与公路管理机构彻底分 离,实施脱钩改制,推进市场化养护模式;收费公路养护运行机制改革应分为4个阶段实施,即市场 化养护起步阶段、市场化养护发展阶段、完全市场化养护阶段和市场化养护深化阶段。
Abstract:
This paper conducts investigation and analysis for the present maintenance mechanism of toll road in China for the purpose of finding the reform modes of it. The analysis shows that the essence in the reforms of maintenance mechanism of toll road is to separate the state maintenance enterprises from highway administrations to push forward market-oriented maintenance mode. The reform can be implemented in four stages: the beginning stage of market- oriented maintenance, development stage of market-oriented maintenance, complete implementation stage and deep-going maintenance stage.
