摘要:
跨国界污染造成的严重环境损害已经引起了国际社会的普遍关注。各国应制订相关法律 法规进行合作,进一步规范各自管辖或控制领域之内的活动,对管辖领域以外的环境所造成的污染 和其他环境损害的受害者应承担赔偿等责任。为实施可持续发展战略,必须解决跨国界污染问题, 确定污染事件中的国家责任是解决跨国界污染的关键环节。
Abstract:
The international society has begun to pay attention to the serious environmental problems made by trans-boundary pollution. This paper points out that each country in the world should work together to draw up an law to make clear the responsibility for the trans-boundary pollution and make a compensation to the aggrieved country. In order to carry out the sustainable development strategy, the trans-boundary pollution problem must be solved. The key way to solve the trans-boundary pollution problem is to identify the national responsibility for the pollution.
