摘要:
在肯定中国退耕还林有效性的前提下,针对现有退耕还林制度构架下出现的农户自利性经 营、地方政府有限理性、追求垄断租金最大化与社会生态目标偏离的现象,从制度经济学的视角予 以剖析,并给出生态外部性资源配置的优化解及制度性建议:重新合理界定退耕还林农地产权;调 整产权收益分配;通过产权界定与制度安排来建立退耕还林的长效机制。
Abstract:
Under the hypothesis of affirming the validity of returning cultivated land to forest, this paper aims at the phenomena of farmers self-interest management, local governments bounded rationality and departure in pursuing maximum of monopoly rents from the goals of social ecosystem under the present practice of returning cultivated land to forest. From the perspectives of institutional economics, this paper analyzes and then offers some institutional advice for external resources in ecosystem reasonably defines property rights of farm-land for returning cultivated land to forest: adjusts distribution for revenue from property rights; and establishes long-term mechanism for returning cultivated land to forest by defining property rights and institutional arrangements.
