摘要:
陕西小城镇社会保障制度创新的基本思路是明确建立城乡统筹社会保障体系的目标,重点 保障失地农民和农民工两类非农产业就业群体权益,健全小城镇社会养老保障制度、医疗保障制度 及最低生活保障制度三大社保制度,完善小城镇户籍制度、农村土地流转制度、社会保障法律体系 及社保资金筹集管理机制四大配套改革。
Abstract:
The basic principles for innovation of social security system for Shaanxi small towns should include four parts. Firstly, establishing social security system in the overall arrangement of rural and urban areas; secondly, safeguarding the rights of peasant workers and land- expropriated peasants; thirdly, establishing old-age insurance system, medical security system and security system with minimum living standard; finally, improving the four reforms, such as household registration system, land transfering system, law system for social security, management mechanism for social security capital.
