在分析中国公务员晋升制度激励功能的基础上,找出了影响激励功能发挥的主要障碍,并
提出了相应的对策和措施。
- Abstract:

The exciting founction of the regularity of China 's public official's promoting to a
higher office was analyzed.The factors which affect the exciting function were put forward. The
countermeasures to ensure the exiting function to play a good role were presented.
