Abstract:
In recent years, China's digital economy has achieved remarkable progress, with data emerging as a novel factor of production. To align with the trajectory of digital economy evolution, the National Data Administration and other relevant authorities have issued the “Data Element ×” Three-Year Action Plan(2024—2026). Effectively unleashing the potential of “data element ×” effect has become pivotal for fostering high-quality development in the digital economy. By delving into the conceptualization of “data element ×” and examining both the micro-level mechanisms and macro-level logic of its multiplier effect, this paper studies the pathways for realizing this multiplier effect. The analysis reveals that “data element ×” transitions from mere connectivity to synergistic collaboration, from singular use to efficient reuse, and from isolated overlays to seamless integration. Its operational mechanisms entail optimizing synergies, enhancing efficiency through reuse, and fostering innovation through integration. Effective utilization of data, including its supply, flow, and utilization, serves as the bedrock for unleashing the multiplier effect. This involves processes such as data factorization, scenario development, and asset creation. Adherence to demand-driven approaches, application in public data scenarios, utilization of big data theories and technologies, and the enrichment of public data value creation modes are imperative for realizing the potential of “data element ×”. Furthermore, it is also vital to diversify the supply modes of enterprise and personal data, explore mechanisms for unified data exchange and collaboration between government and enterprises, and establish adaptive data resource supply systems that align with the intrinsic characteristics and value realization of data elements; actively cultivate application-oriented digital enterprises, accelerate the advancement of “cloud solutions for digital empowerment”, foster deeper integration of digital technologies with the real economy, and create exemplars of data integration and application; increase collaborative research between academia and industry, promote collaborative innovation across government, industry, academia, research, and application sectors, and advance fundamental theoretical research innovation on data elements.
