Abstract:
To effectively meet the increasing demand for family elderly care services and enhance the social governance system, this study examines international practices of time banks, analyzes their success factors and application scenarios, addresses the status and challenges faced by time banks in China, and proposes future development pathways. Drawing on perspectives from international scholars, the study defines time banks as a form of community currency and explores their applications, organization, and development in elderly care services across Japan, the United States, the United Kingdom, and New Zealand, focusing on aspects such as funding sources, organizational management, time credits, and services and activities. A comparative summary of time bank development in these four countries is provided. The research finds that international time banks offer broad applicability and potential as models for community participation and development, playing significant roles in fostering mutual aid, equity, and social connections within the communities. However, they also face challenges such as inadequate organizational management and outdated information systems. The study suggests that the future development of time banks in China requires diverse funding sources and channels, mechanisms for multi-stakeholder participation, a unified time bank credit management platform, and exploration of potential applications in other sectors.
