Abstract:
The foundation of improving the modern public cultural service system and enhancing the effectiveness of public cultural services lies at the grassroots level, with a primary focus on deepening supply-side reforms. Focusing on the strategy of building a culturally strong nation, the Third Plenary Session of the 20th CPC Central Committee proposed the task requirement of establishing a mechanism for delivering high-quality cultural resources directly to the grassroots, further clarifying the development direction and goals of China's public cultural service system in the new era. Applying a unified approach that integrates theoretical logic, practical logic, and historical logic in combination with typical case analysis methods, deeply understanding the intrinsic value, primary models, and practical characteristics of delivering high-quality cultural resources directly to the grassroots, while exploring and establishing scientific and reasonable pathways and mechanisms for such delivery, is an essential choice for comprehending and implementing the core policy principles of delivering high-quality cultural resources directly to the grassroots in the new era. The research argues that establishing such a mechanism is a policy response to the practical issues of unbalanced development and insufficient supply of high-quality public cultural products in China's public cultural services. It is an objective requirement for building a culturally strong nation. The study proposes that the precise delivery and balanced development of public cultural services at the grassroots level can be achieved by enhancing the system of public cultural facilities, innovating major cultural benefit programs, creating a public cultural digital platform accessible to all, improving the standard system and service norms for grassroots public cultural services, and stimulating grassroots cultural creativity. The participation of social forces in the provision of public cultural services is an objective trend. Various regions have organically incorporated social forces, explored their participation mechanisms and tailored local solutions, resulting in four key practice models: vertical supply, mobile supply, collaborative supply, and digital supply. Notable achievements have been made in the socialized operation of public cultural facilities and government purchases of public cultural services. However, there remains room for improvement and optimization in mechanisms for nurturing users of high-quality cultural resources, matching supply and demand, balancing coordination, digital empowerment, and grassroots innovation. With a focus on the diverse needs of the people for public cultural services, the mechanism of delivering high-quality cultural resources directly to the grassroots must go beyond a one-way supply of resources and induce a sense of gain in the people. It requires not only a scientific supply-side mechanism but also a strengthened supply-demand matching mechanism to enhance effectiveness. Collaborative efforts between the supply and demand sides are essential. Focusing on the modern public cultural service system's need for coordination of supply and demand in terms of quality, direct access, and grassroots focus, the development should be categorized and precisely advanced in alignment with the broader strategy of integrated urban and rural development. Social forces and capital should be organically incorporated into a collaborative supply model involving the government, society, and the market. This requires accurately identifying both common patterns and individual differences within the urban and rural grassroots public cultural service systems. In addition, tailored strategies should be formed to enhance the effectiveness of grassroots public cultural service systems, focusing on dimensions such as organization, projects, technology, mechanisms, and capabilities to establish a mechanism system of delivering high-quality cultural resources directly to the grassroots, while practical support and guarantee systems should be established in areas such as economic, institutional, intellectual, organizational, and technical support.
