Abstract:
Since the beginning of 2018,ChinaUS trade frictions provoked by the U.S. government has reached an unprecedented level. In order to understand the attitude of the U.S. government towards the relevant topic,we have to analyzed the government,Congress, congressmen and other special committees. This paper catalogs the voting history of bipartisan core members of the Senate,ChinaUS trade issue related committees members,and chairmen of all other committees. Based on their attitude in the negotiations of free trade agreement,and also taking their attitude towards China related issues into account,this paper constructs the index of their tendency to support trade liberalization. The index of the tendency to support trade liberalization is unbiased if it is equal to 50%. An index higher than 50% represents a tendency to support trade liberalization,and vice versa. Our results demonstrate that from the senate leaderships to the chairmen of all committees,Republican senators have shown a tendency to support trade liberalization. On the contrary,the attitude of the Democratic Party members is more complicated. Most of them tend to oppose trade liberalization. A few of them even showed a tendency to be extremely against trade liberalization. Our results indicate that to increase the communication between the Chinese central government and U.S. government,we should seize the opportunity to keep in contact with the Republican senators,and enhance mutual political trust between China and the U.S.,especially contact between high levels,thus to promote the development of the trade between China and the United States.
