Abstract:: As a kind of realization form of the innerparty democracy, innerparty consultative democracy can fully embody the essence of the innerparty democracy. Marx and Engels’ theory of innerparty democracy contains abundant innerparty thoughts of deliberative democracy. These thoughts show that the essence of innerparty consultative democracy is all equal in the party, the development of deliberative democracy in the party to maintain the partys solidarity and unity as the goal, to develop the deliberative democracy within the partys security is built based on the articles of association, as a fundamental principle of democratic centralism and the specific institutional arrangements to support system of innerparty democracy. Relevaut discussion of Marx and Engels, is an important ideologic and theoretical resources of our delevopment of innerparty deliberative democracy today.
