- Abstract:
- From the beginning of putting forward legislating the basic law of transport which hoped to establish citizensright of traffic, to Japanese government reaching an important consensus on 〖WTBX〗The Basic 〖CM(155mm〗Law of Transport Policy〖WTBZ〗 in 2〖KG-*2/6〗0〖KG-*2/6〗1〖KG-*2/6〗3, it had been more than 2〖KG-*2/6〗0 years of twists and turns, which showed〖CM)〗 Japanese attitude towards “to establish traffic policy which takes the citizen as subjects” was clear, but the attitude towards ensuring the citizen right of traffic by the way of legislation is still relatively cautious.〖CM(155mm〗 This law makes it explicit about the basic ideas of Japans transport policy during a certain period,including〖CM)〗 〖CM(155mm〗 traffic to ensure citizen〖KG-*2/6〗〖KG-*2/6〗s daily life and social stability〖KG-*2/6〗, realize the regional and international〖CM)〗 exchanges, promote the healthy development of economy, traffic safety, green environmental protection, 〖CM(155mm〗the division and cooperation of different modes, effective emergency for disasters etc. The law, which enacts〖CM)〗 〖CM(155mm〗the relevant measures according to the traffic policy, and also stipulates the other related subjects〖CM)〗〖CM(155mm〗 responsibility and obligation in the process of policy implementation, has an important influence on Japanese〖CM)〗 transportation policy in the future. The law has an important enlightenment for Chinese enacting dominant laws about transportation industry, and perfecting the construction of comprehensive transport system of our country.
