Abstract:
To promote the democratic and scientific legislative process, and perfect related legislative system, the paper observes the procedure and rules of the legislative debate system in the House of Commons in the UK. The analysis shows that the legislative debate system in the House of Commons in the UK has some room for improvement, but in general, it still has excellent qualities in subject, process, rules and procedure of the legislative debate system. Establishing Chinese legislative debate system requires the study of advanced experience of other countries. Here, the legislative debate system in the House of Commons in the UK is the model worthy of our analysis and reference.
