Abstract:
As the knowledge economics comes near, traditional bureaucracy encounters many challenges. Knowledge economics needs an era of study.So study has become a fundamental social activity.Thismakes it necessary that the government reinforce innovation, improve the whole management level and establish a learning government,which adapts to the new public management theory through managing study.
