Abstract:
Before Xi'an incident, CCP's base in the North of Shaan'xi had been established for more than one yeary. The reasons can be analysed as follows: the first is that CCP had paid much attention to adjusting the relationship of all aspects within herself; the second is that CCP had laid her emphasis on solving the relationship with the local parties; the third is that she had appropriately developed the relationship with these patriots, minority nationalities, and the unauthorative societies.
