Entrepreneurs are the most important human resources under the market economy
which, give an impetus to the economic development. However, the entrepreneurs stratum has
not been developed in China yet. There still exist many problems in developing this team, such as
mode of appointement, encouragement system, incomplete restrictive mechanism. Therefore
corresponding measures should be taken in order to set up an effictive mechanism for
entrepreneurs' developing.
