Abstract:
Developing new quality productive forces is a key pathway for advancing the Chinese path to modernization, and the assetization of data elements constitutes an important supporting pillar. This paper aims to address practical challenges in this process, including ambiguous rights allocation, irregular asset management, and fragmented transaction mechanisms. Grounded in the theory of Marxist political economy, it elucidates the core connotations of new quality productive forces and, by analyzing the value attributes, legal attributes, and circulation attributes of data elements, explains the institutional logic underlying their transformation into asset form. Using normative analysis and institutional design methods, and in light of the policy rationales embodied in relevant documents, the study examines the mechanisms through which data assets empower new quality productive forces. The study argues for a tiered construction approach. In terms of rights allocation, it proposes adhering to the principle of dynamic allocation under the separation of three rights, clarifying the statutory boundaries of data holding rights, use rights, and operation rights. In terms of asset management, it recommends establishing a data pricing rule system based on quality grading and scenario matching, and improving specialized accounting standards for data assets and property rights registration systems. In terms of transaction mechanisms, it calls for the construction of a cross-regional collaborative data governance framework, the integration of fragmented data trading venues, and the implementation of a penetrating data supervision model. The study demonstrates that the assetization of data elements is essentially an institutional innovation whereby production relations adapt to the development of new quality productive forces. System construction should be based on dynamic rights allocation, centered on refined management rules, and anchored in a unified national market, so as to realize the synergistic release of factor allocation efficiency and institutional dividends.
