Abstract:
With respect to the strategic position of the low-altitude economy within modern industrial systems and the multiple challenges encountered during its industrialization implementation, this study employs methods including literature review, institutional analysis, and case studies. Combining theories from institutional economics-such as property rights clarification, transaction costs, institutional embedding, and path dependence-it analyzes issues emerging in China's low-altitude economic development, including airspace fragmentation, infrastructure isolation, core technology constraints, industrial ecosystem gaps, institutional imperfections, scenario fragmentation, and market trust deficits. The study systematically examines the mechanisms, practical problems, and implementation pathways through which the low-altitude economy empowers modern industrial systems. Findings reveal that under the current system, the low-altitude economy faces systemic obstacles such as complex approval processes, constrained technology chains, insufficient institutional supply, and singular profit models. Concurrently, the industrial factor flow, resource allocation, and public trust are all subject to institutional constraints. The study demonstrates that through institutional innovation, institutional embedding, and spatial synergy, profound integration between the low-altitude economy and modern industrial systems can be promoted, achieving organic linkage across industrial chains, innovation chains, and institutional chains.
