Abstract:
The classification reform and development of higher education institutions is a universal trend and fundamental experience in global higher education reform and development. It is also a major policy and reform direction for deepening comprehensive reform in China's higher education sector. The 20242035 Master Plan on Building China into a Leading Country in Education” proposes advancing reform and development of higher education institutions in three types: research-oriented, application-oriented, and skills-oriented, while integrating two basic directions: comprehensiveness and specialization. This approach provides policy guidance and reform pathways for promoting classification reform and development of higher education institutions in the context of building a Leading Country in Education. Focusing on the theoretical logic of classification reform and development of higher education institutions, this study provides a theoretical analysis and case study on the classification reform and development of different types of higher education institutions, such as world-class universities, high-level research-oriented universities, agricultural universities, and humanities and social sciences focused universities, as well as on key issues such as classification evaluation of higher education institutions. The study finds that the deepening of classification reform of higher education institutions must be firmly based on the fundamental laws of higher education reform and the positioning of university development. High-level research-oriented universities should focus on cultivating top innovative talents and driving major technological innovations, striving to become important talent centers and innovation hubs, providing talent and technological support for the country. Universities with industry characteristics in science, engineering, agriculture, and medicine should remain committed to their founding mission, strengthen cooperation with industries, promote industry integration, and focus on training application-oriented talents and technology transfer and transformation. Humanities and social science focused universities should emphasize the integration of talent and technology, maintain the cultural values and fine traditions of the humanities, and focus on using modern technologies to transform traditional disciplines. The study demonstrates that reform in classification evaluation is key to deepening classification reform and development of higher education institutions, requiring reforms in evaluation criteria, mechanisms, and methods. The key to the acceleration of reform in classification evaluation lies in guiding higher education institutions to create unique characteristics and strive for excellence in their respective fields, building a leading project for the goal of becoming a Leading Country in Education, and serving the nation's great practice of strengthening the country and national rejuvenation with the power of higher education.
