Abstract:
The dual role of capital necessitates its scientific management to ensure the healthy development of the socialist market economy. In the new era of socialism with Chinese characteristics, the primary social contradictions have evolved, leading to significant changes in the construction of the socialist market economy. This study reveals that Marx's metaphor of capital encapsulates the dialectical progression of capital from its emergence to its dissolution. Understanding the logical framework of where capital appears, on what basis, and why it exits, as derived from Marx's critical theory of capital, forms the theoretical foundation for achieving scientific control of capital in the new era. The unchecked expansion of capital has created numerous new issues across production, distribution, exchange, and consumption within the production relations. These issues are undermining the socialist economic foundation, posing significant obstacles to resolving current social contradictions and presenting a practical challenge for improving the capital control system. The study indicates that, due to the institutional advantages of socialism with Chinese characteristics, the effective influence of the socialist superstructure on the economic foundation can mitigate the destructive impacts of unregulated capital expansion. By leveraging the Party's centralized and unified leadership over economic activities, the regulation of the socialist legal system, and the guidance of socialist ideology, a uniquely Chinese model of capital governance should be established, anchored in political and ideological superstructures.
