The establishment of a new development pattern proposed by the fifth plenary session of the 19th CPC Central Committee is a major strategic deployment measure made with a view to China’s medium to long-term economic development. The division of labor theory of Marxist political economics is the theoretical basis upon which the new development pattern is constructed. Division of labor not only facilitates specialization, but also enables the convergence among micro division of labor, macro division of labor and international division of labor, renders the dynamic integration of domestic and international division of labor, and promotes the connection between domestic circulation and international circulation. The inherent implications of constructing a new development pattern lie in improving and regulating the division of labor, and promoting the transformation of China’s previous division of labor system which is dominated by international division of labor, international market and international circulation to the new system which is dominated by domestic division of labor, domestic market and domestic circulation. Based on the basic requirements of establishing a new economic development pattern with dual circulation from the perspective of division of labor theory, the path of constructing a dual circulation new development pattern is to vigorously develop the new economic system under the guidance of division of labor theory and on the premise of new generation of information technology innovation; to build a modernized industrial system featuring independent innovation and integrated development of the real economy and the digital economy; to lead innovation by consumption and foster a new type of consumption system; to integrate domestic circulation with international supply chain system to promote the construction of modern circulation system in China; to connect with the international economic cycle at a higher level of openness, and to integrate itself into the international division of labor system with the development model of placing greater emphasis on the quality of imports and exports.
