- Based on the related data to the development of productive services in Xian from 2004 to 2013, this paper analyzed the present situation and characteristics of development of Xi‘an productive services. According to the literature analysis, the relevant factors affecting the development of productive services were concluded. Then the principal component regression method was used to analyze the impact of various factors on the development of productive services. The results show that, among the factors affecting the development of Xi’an productive services, the industrial development level is the most significant one, the infrastructure level is the weakest one, and the four factors such as the economic development level, the government role, science and technology level and the degree of opening to the outside are moderate ones.
