- Transport policy and management measures have an influence on muti-mode transportation choice behavior between megacity and satellite city and the system’s whole benefits, which makes it necessary to make a scientific evaluation of the influence and provide a reference for the coordinated configuration of the intercity transportation mode. Based on the analysis of intercity transportation mode and the characteristics of travel behavior, MNL on the basis of random utility theory and benefit estimation method on the basis of Logsum differences were combined together. According to the four typical intercity traffic patterns, the influence of the different transportation policies on the intercity travel choice and travelers’ benefits were estimated by constructing a baseline scenario and a variety of possible scenarios. The results show that the implementation of bus priority policy (to reduce passenger travel time) has a significant impact on intercity travelers’ behavior choice and achieves obvious system economic benefits, which should be given priority in the coordination of intercity transportation mode.
