Abstract:
Since the studies up to now are too general without detailed illustration, the struggle and gambling among various powers in Shaanxi military government, the policy and strategies of the government were analyzed. The analysis indicates that Shaanxi military government was set up on the union of the army, gangs, students abroad and Chinese Revolutionary League but the gangs and army held the power and Chinese Revolutionary League was in a marginal position. The military government held anti-Manchu doctrine, maintained the social order, and took measures to raise grain and funds, which reflected the realistic style of governance.
