Abstract:
In order to solve the dilemma of insufficient supply and low-efficient infrastructure in China's western rural areas, this paper analyzes the internal logic and problems of PPP model employed in the western region of rural infrastructure supply. The analysis indicates that the PPP model of China's western rural infrastructure are still faced with some problems in the present application, such as the small scale of PPP, the illegibility of private property rights, the dislocation of government functions and so on. The authors, in the end, suggest that the western local governments should establish and improve propagation mechanism, planning mechanism, policy protection mechanism, risk-sharing mechanism and regulatory mechanism for the PPP model so that there can be a good operating environment for the PPP model for western rural infrastructure supply.
