Abstract:
Xi’an was capital for many major dynasties in Chinese history, an important city for the central power to govern the northwestern area, and a crucial hub to connect the central area with northwestern and southwestern areas. When modern China entered a socialist new era, Xi’an as a nationallevel major city pioneering the administrative division reform in Guanzhong area has become an important academic and realistic issue. This paper analyzed the administrative division of Guanzhong area which made Xi’an the center in the past dynasties, and validated a few main features formed along with time. The research shows various policies such as canceling Xianyang city and merging Tongchuan with Xi’an was to reproduce the classic administrative structure where Sanfu from West Han dynasty, East Han dynasty and 3 counties of Sui dynasty coexisted; Qindu district and Weicheng District where Xianyang originally belonged to shall be appointed under Xi’an’s governance, and weicheng district is renamed as Xianyang district; Huangling county will be appointed under bigger Xi’an city to boost influence of the worship ceremony of Mausoleum of the Yellow Emperor during Qingming Festival; the bigger Xi’an will include Fuping county of Weinan city, Weiyuan county originally governed by Dingxi city of Gansu province, Longxi county and Jingyuan county originally governed by Guyuan city of Ningxia Hui Autonomous region. As a result, an urban cluster on Guanzhong plain with Xi’an as the center will be formed to make Xi’an an economic center in Western China, a communication hub for “the Belt and Road” initiative, the Silk Road cultural center,an inland open platform and a comprehensive transportation junction.
